You have to be 18 to enter into a legitimate binding contract to buy a car.
See a car that is 5-7 years older with good sanctuary features. Something like a Honda Civic or Toyota Corolla. as per insurance, call around, return with quotes. You need to do some leg work on this because each company will look at your register and intended vehicle differently.
