Can I buy robustness insurance, use it, and after abolish it?
I already have health insurance, United Health (thru employer), and I involve to have a procedure done and it is hard to find a devout doctor. I found one but they are out of network and UH won't cover the doctor fee.
Can I buy auxiliary health insurance that covers out of network doctors and hold the surgery I need and then end the extra insurance? How does that work? What insurance is the best for out of network coverage?
(There is no way for them to know I hold anything pre existing, so that's not an issue.)

yes they will know it is pre existing unless you plan to wait about 6 months consequently have it done plus what will you do about the follow ups and what (god forbid) something go wrong and you need further surgeries done, you can get fined and/or travel to jail for insurance fraud (and they will know it is pre existing because it is in your robustness records right now on what is going on! There also might be a situation at your work where you could not drop the insurance unless you have a status change until open enrollment which is once per year.
Make sure you don't tale on the application--that would be fraudulent and you could be subject to criminal prosecution.
