Automobile insurance claim give somebody the third degree?
When an accident occurs and one of the party declines to exchange information, is it legal to come put money on later and try to get information to try to report a claim? The difficulty here is that the party that originally declined the information could own purposefully damaged the vehicle subsequently in writ to make their claim more believable...

It is illegal for the other event not to give their info. It is fine to still try to get that info from them. Or, at most minuscule get their license plate info and file a police report. Then report it to your insurance company for comfort.
