Does every driver within the household want to be registered lower than the automobile insurance policy (Ontario)?

I talked to my insurance broker, and she said that every person contained by my household that will be driving my car needs to be registered as a inferior driver, otherwise they must sign that they will never be driving the car and insurance will be void if they did (she mentioned that it is slice 28A if I remember correctly). I have never heard of such ridiculous policy - which add a $1000 per year on my premium. Was she just trying to bump up the cost of the policy, or is there really such a canon in Ontario?
Answers:
Most insurance companies do require that residents of the named insureds household be name as drivers on the policy or be named on a driver exclusion form. So she's not trying to bump up the cost of the policy. She's just have you do whats required by the insurance company. It's a common practice in insurance.
