Oh, if only it was that jammy! Insurance rates vary so dramatically from one place to another that no one is really the cheapest contained by every area all around.
But here are some philosophy for you:
If you're eighteen, that always makes me wonder if you've be continuously insured for the last six months without any lapse. If you haven't? Gosh, the rate you're paying is just about right. Say Progressive be your first insurance company: the price you're paying might still reflect the surcharge you get when you get hold of your first policy in PA. If that's the case, clearly call around since most people might know how to put you in a Preferred company at this point. If not, say you haven't be keeping your insurance continuous? Then stick with Progressive until you've been next to them for exactly six months, then call around. In your state, I'd suggest Nationwide. They're really moral all-around.
Progressive is high - I didn't like them. And Safe Auto "says" it's the lowest, but it's not. I prefer Century 21 Insurance, or Universal Casualty Company. I'm paying $690 for a full year of coverage - that's smaller number than $60/mo.
But be forwarned - insurance isn't only based on your narrative. It's based on your car. The price I quoted you is for a 1988 conversion van. If your vehicle is 1-2 years aged from the manufactured date, your insurance will sky-rocket, no matter who you use. If it's a sports car, you'll be charged more than a family-car sedan, because of profiling - sports cars step faster, and are sleeker, and thus are more likely to be driven by reckless drivers.
Also, if your vehicle is used for work (ie - if you transport clients, or if you use your vehicle regularly during office hours for work use), your insurance will also be higher. So be aware when you ask for quotes to ask for specific guidelines that will put on a pedestal your quote (and, also ask if the insurance will be raised, or just straight away stopped, in the case of a ticket or chance. Some cheaper companies will do this.)
I think Geico is the cheapest, thats what I use. I am lone paying $130 for six months, liability.

That's a chunk of change for liability. What are you driving? You might want to get something smaller amount sporty if thats keeping it high.
Call around some other places and get quotes, but the with the sole purpose reason I can think of that you are paying that much would be if you have a wreck (or two) on your record (or a bunch of speeding tickets).
