If you are an auto insurance agent please answer?
if the vehicle you drive has a title with a signature of release and a signature of bright owner,but was never transferred, and was bought out of state, and still have the out of state plates on it from awhile ago, is it technically covered? I told my friend I didnt think so, am I wrong?

You are absolutely right. The car is not covered and it seem a bit "flaky" to me that this possibly unlawful transaction has taken place.
Whether the car is officially registered or titled really doesn't matter as far as being insured (as long as your ins co have all of the car info). Now in attendance might be a problem if the car is a total loss, because in direct to recieve any settlement from the insurance company your friend will nedd to produce a title. Either way your friend needs to only get this taken care of it is against the directive (and that may affect your friends insurance rates and license).
