By going on your parents' policy, you should get the multi-car discount, which will oblige. You didn't say why you can't get quotes online, do you know the judgment why not?

If your parents do not own the car (i.e. on the title), then the vehicle cannot be added to their insurance policy. You as a driver may, but they would possible not cover damage to the vehicle - which is the whole point of insurance.
Cheapest, can merely be answered by getting as many quotes as possible. As much as I understand someone wanting the "cheapest" insurance, hold in mind, you often get hold of what you pay for! Many big name insurance companies that proposal low cost insurance, do so because they can afford to. This often comes at the expense of the insureds denied claims.
Coverage is a big issue as well. Make sure you hold adequate coverage for your vehicle and state requirements. If possible, stick with a all right known company and not a "fly-by-night" organization offering low rates.
